ARTICLE III   MEMBERSHIP

Section 1: Membership – Membership in the Illinois Head Start Association is defined in the two categories of Program Member or Associate Member. All memberships are contingent on receipt of dues. Membership dues will be established by the IHSA Board of Directors. Members of both the Program Membership and Associate Membership types are further subdivided into classes of membership as defined in Section 3 of this Article.
Program Member: Program membership is composed of grantee and delegate agency and/or program staff. Program Members include all employees paid partially or in full with Early/Head Start funds, parents of currently enrolled children and current members of the local parent policy council/committee.
Associate Member: Associate membership is composed of two subsets. The subsets of Associate Membership are Individual Members and Representative Members. Both subsets are classified as members of the Friends Component pursuant to item “E” of this section. 
       (1)  Individual Members are members who have an independent vested interest in pursuit of the Association mission.
       (2) Representative Members are members who represent an agency, organization or corporation that has a vested interest in pursuit of the Association mission.  Associate members may have more than one person representing an agency,  organization or corporation but will only have one (1) voting privilege per agency, organization or corporation as per item “E” of section 3 of this Article.      
Section 2: Board Authority – Upon payment of dues, the IHSA Board will have the authority to determine the membership of the Associates as they relate to pursuit of the Association mission.
Section 3: Classes of Individual Membership; Requirements – 

E. The Friends Component of IHSA shall be comprised of any individual who would like to support the efforts of IHSA and does not fit into the other categories above. Only one Friend from each agency may represent the agency/organization as a voting delegate.
